For Review:

Super Powered Being (SPB) is the term used to describe any individual possessing abilities beyond the means of homo sapiens sapiens (Natural Human).

SPBs are assigned one of the following eight descriptors:

  1. Alien Races
    1. Terrestrial- Intelligent, non-Human life forms indigenous to Earth. Although there are currently no logged representatives of this group, evidence does exist to support the validity of these rumors.
    2. Extra Terrestrial- Intelligent, non-Human life forms indigenous to any planet other than Earth.
      1. Taelins- The only intelligent life indigenous to their planet, Taelkan, in the Andromeda system. Only three such specimens logged, all held for study. They reached Earth orbit due to a malfunction of what they termed a "jump-gate." This technology is believed to be the reality of popular science-fiction conjecture. Unfortunately, none of the specimens is an engineer. Taelins are physically and intellectually superior to Humans. They posses seven limbs:  four arms, two legs, and a prehensile tail. They are endothermic, communicate with both written and spoken language, but the latter is assisted by complex body language that the human body cannot duplicate. The disposition of the Taelins toward Earth is neutral. Only the three currently held are thought to have any knowledge of this solar system.
      2. Unsek- One of three intelligent races on the planet known as "Voth." The emissary declines to comment upon the other two races. Of the Unsek, much is known. In brief:  the Unsek are anthropomorphic, physically impressive, exceedingly violent, have a strict code of honor, and possess Human-level intellect. Their people seek an "alliance with Earth." While the emissary has made no mention of conflict between Voth's sapient races and psion examiners find no duplicity in the being, it is the opinion of this institution that war is brewing on Voth and that involvement at this time is too great a risk to undertake.
      3. Qu- These creatures, occasionally referred to as "Greys" have turned out to be almost more trouble than they are worth. This institution has been dealing with the Qu since the Roswell fiasco. In the past several decades, we have been able to convince them to cease their cattle-related activities in exchange for permission to fly unmolested, and occasionally escorted, in our air space to procure human subjects selected by MJ12 as being easily discredited, refuted, or eliminated. Security's performance has been less than ideal in this specific instance, as many leaks have formed and been rectified. In the further favor of this institution for our continued protection and assistance, the Qu have granted us technological leaps in nearly every realm of science. They are the only intelligent life form indigenous to their extinct planet. Their home is a worldship-class interstellar vehicle concerning which our contacts have been very reticent. Research, Defense, and Security interdepartmental efforts have, thus far, met with failure attempting to procure intelligence in this specific arena. They are much more physically impressive than is commonly thought by the average citizen, Propaganda at work, and are intelligent far beyond the ken of Humanity. There is some evidence, delivered by self-prolaimed "renegades," that the Qu are a genocidal conqueror race. This possibility is being looked into.
    3. Macrocosmic- Beings of such large scale as to be rendered incomprehensible. Circumstantial evidence abounds, but nothing substantial has yet been proven.
    4. Microcosmic- Beings that dwell within theoretical "microverses" that exist in the spaces between our atoms. Such life is theoretical at this time.
  2. BioMechs- A recent development, they are an amalgamation of Qu and Unsek technology melded to the human form. BioMechs have seen field activity in several quiet operations with an 80% success rate. Further subdivision is unnecessary, as all BioMechs are synthesized by the same means:  application of living enhancements to "volunteers." A handful of unconfirmed accounts report BioMechs of other origins. It is under investigation.
  3. "Mutants"- The self-titled Avatars are the result of latent DNA. It has been discovered that every human possesses the "mutant-gene." Every individual contains half the necessary latent genetic material to cause ascendancy simplex [See Below] and each "half" of the equation is only part of a much larger picture. In excess of one thousand individual gene sequences have been mapped, but there may be millions of possibilities. In order to unlock the power contained within it, the Avatar DNA must meet its "key." Each "half" of the "mutant-gene" must meet its opposite in order to become an emergent characteristic, therefore it is no more likely that uncontrolled reproduction will produce this specific genetic mutation than any other aberration. Indeed, statistically speaking, all other genetic abnormalities have historically been more prevalent than this specific form of mutation. Attempts to artificially induce AS have met with some limited success.
    • Ascendancy simplex is the emergence of mutant traits during which partial to full physiological restructuring often commences. AS is most commonly triggered by the hormone wash during puberty or, much more rarely, during sexual differentiation in the womb. Induced AS is commonly rapid and often results in severe trauma. "Natural" AS is often a slow process, but the duration has little or no correlation to the severity of genetic remapping and the resulting physiological abnormalities. The average time for "full" (some subjects seem to suffer chronic AS and continue to "evolve" following the initial, acute AS) transformation is approximately 11 calendar months. AS has become more common in recent history. Pro-mutant groups declare this a rapid evolutionary development to keep pace with a rapidly-changing world. The more likely explanation is globalization. As the world effectively shrinks, it allows disparate strands of the "mutant gene" to recombine. Research suggests DNA mapping every citizen of the United States, if not the planet.
  4. Old Races- The so-called "legendary races" are only represented by circumstantial evidence. While several warehouses of such evidence exist, none has been dated at an age of less than six million years. If there remains an extant example of these species, they have yet to be positively identified.
  5. Phoenix Variants- Individuals infected with phased regeneration syndrome. PRS is contagious but the transmitting agent has yet to be discovered. The host detection process is very cost-prohibitive and difficult to implement at this point. The rarity of the affliction is reason enough to not pursue wide-scale screening of the public and the blood supply at this time. As a possible route to true bodily immortality, Research is very interested in procuring more subjects for study.
    1. PRS-A- Those afflicted with this strain are commonly referred to as a "Riser" or a "Lazarus." These persons are subject to disease, permanent injury, aging, and age-related ailments. Shortly after termination of life signs, regeneration begins if even a single, viable cell remains. This "miracle" seems to be made possible by the action of PRS-A quadrupling the DNA in each cell, allowing a complete mapping of the host's brain so little to no memory loss occurs. The only exception to this seems to be memory loss incurred due to age-related illnesses. While the subject will rise with a healthy cerebral cortex, the damaged areas of the brain from the last "incarnation" will simply not be mapped. Some memory loss seems to be incurred relative to total mass lost at the interim between "death" and "rebirth." This is the rarest strain.
    2. PRS-B- Those persons afflicted with this strain are commonly referred to as "Devourers." These persons are not subject to age (thier bodies seem to not produce free-radicals and also seem to effortlessly destroy any of these agents introduced into their system in any quantity), permanent injury, age-related illness, or disease as long as they have sufficent "life force" in them. (This specific terminology given by several interviewed test subjects.) Those afflicted with PRS-B develop a method of "feeding" upon other living beings' "life force." This process seems to be at least partly metaphysical in nature and it is poorly understood. PRS-B seems to have a negative effect upon mental faculties, as many test subjects suffer from visual and auditory hallucinations that seem to universally take the form of "ghosts" haunting the subjects. These "ghosts" are often depicted as the subjects' past victims. The regenerative properties of those afflicted with PRS-B seem to have metaphysical properties, as well, as they seem to be able to regenerate not only following total cellular dissolution, but in any location previously visited. PRS-B victims claim to require a certain amount of the "life force" they collect in order to perform a full, posthumous regeneration.
    3. PRS-C- Also known as "Walking Scars" or, more simply, "Scars," those afflicted with the C strain do not suffer from permanent injury, age, age-related illness, or disease. These persons have an exceptionally fast rate of healing and, like A strain variants, can completely regenerate from a single, whole cell, but with much greater rapidity. The regeneration process for this variant, however, is not perfect as mild scarification occurs from injury. The effects on brain function should be apparent, however, brain function never seems impaired beyond the minor memory loss incurred due to extreme loss of bodily mass.
  6. CEL- Cyborganically Enhanced Lifeforms, or Techs, are a very new occurrance. While this institution has been developing cyborg technology for over a decade, our successes in advanced applications have been rare. A new development seems to have occurred. While several contracts with private research firms have proven mildly fruitful, it is not to the extent of recently recovered specimens. Subjects collected have been unfortunately lost. If a subject is unable to escape, it efficiently self-destructs. The damage to organics and machinery makes resuscitation impossible and successful reverse engineering similarly unsuccessful. Instantaneous brain death does not prevent the self-destruct mechanism from activating. It is therefore unlikely that the trigger is linked to the organics in these CELs but is, instead, remotely activated. Signal jamming efforts have been ineffective.
  7. Other- At best, the following are the sum of rumor, speculation, hysteria, and paranoia. At worst, there are far too many unknown quantities.
    1. "Necronites"- Referred to by Human subject apprehended by ECPD and handed over for further questioning. Following aggressive interrogation, the subject revealed involvement with cult activities led by "necronites." The nature of the cult's beliefs, numbers, current whereabouts and activities are not known. Subject did not survive interrogation.
    2. "Mesans"- Seem to be persons possessing nanotechnology enhancements. The term "Mesan" was first used on an Internet newsgroup which has since dissolved. The level of technology requred for such implementation of molecular engineering is unknown on this world or any other with which this institution has contact. All procured subjects have escaped. While strongly desired for study, these beings are to be considered dangerous. Because they blend so effortlessly into "normal" human society and no current testing methods have proven successful, the integrity of the security net must be a top priority.
    3. Unknown Quantities- Investigations into rumors of UFO sightings, ghosts, "shadow-people," mysterious disappearances, unexplained deaths and other such fodder for urban and rural legendry have yielded no useful leads.

Current Research

This report is intended only as introductory material to brief incoming personnel. In depth studies are available in the central database on a need-to-know basis. Personnel may petition any section manager for access rights to the database.

At the conclusion of orientation, all materials are to be incinerated and all incoming personnel are to report to their respective section managers.
